A native of Griffin, Georgia, Mr. Ricky Lamar Clark, Jr. was appointed City Manager in May 2023 for the City of Forest Park, the largest municipality in Clayton County, Georgia. In his role, Mr. Clark oversees the day-to-day operations of all city departments, including finance, public works, police, fire and emergency services, economic development and information technology.
Prior to joining Forest Park, Mr. Clark served as city manager for the City of Jonesboro where was responsible for supervising municipal departments, preparing the annual budget and spearheading several capital improvement projects — including Jonesboro’s new $20 million City Center. Mr. Clark also successfully led the opening of the Broad Street Project, a complete revitalization effort to Jonesboro’s downtown district that includes Nouveau at Broad Street and the City Green.
As a results-driven, award-winning professional, Mr. Clark is a recipient of the prestigious City Manager of the Year Award from the Georgia Minority Business Awards. He is also a proud member of the International City/County Management Association, ATL Transit Authority, Georgia’s Downtown Development Authority and National Forum of Black Public Administrators. Some of the notable accomplishments achieved by Mr. Clark during his tenure as the City Manager for Forest Park include, but are not limited to, a collection of nearly $1 million in delinquent property and occupational taxes, the passage of the largest fiscal budget in the city’s 116-year history, the successful launch of the ONEClick mobile app and the opening of the Gillem Public Safety Building, which received first place for best construction by Associated General Contractors of Georgia, Inc.
